If, for example, you live in Manchester and have an issue with a firm in Guildford, do you contact Trading Standards in Manchester or Guildford....or doesn't it matter?

It's probably best to use the one where the firm is based, since their local TS department will coordinate complaints about them. In practice though, most local authorities require complaints to be submitted via the Citizens Advice Consumer Service on 03454 04 05 06 (and they'll forward the information to the most appropriate people).

Remember though that many Trading Standards departments actually consist of fewer than five people, who're tasked with dealing with all relevant issues across an entire county. They tend to focus on rogue traders who're consistently flouting the law, rather than having much time for individual complaints about traders who're generally causing no problems.

I had a complaint against a trader who gave me short measure. He was in Birmingham, I am 100 miles away. I tried local and Birmingham trading standards, local councils, market authorities - all useless. Many of them never even answered the phone or replied to recorded messages. One of them even had the nerve to send me a satisfaction questionnaire, which I filled in saying I was utterly dissatisfied because nothing whatsoever had been done and I was still fuming. But I got no reply to that, either.
