Hi legal types, I have what should be a simple question: Is TVLicensing a 'trader' and subject to The Unfair Trading Regulations 2008?
TVLicensing is a trading name of the BBC and operated by Capita Business Services Limited.

Since the BBC isn't carrying out a 'commercial practice' by collecting licence fees, but merely enforcing the law, I doubt that a court would rule that it, or its agent, is covered by the Regulations.

BUT - it is policed thro the local trading standards
so presumably you have contacted them ( they are free and nowhere near £260 /h )
the regs also dont seem to give you a cause of action
but I could be wrong
