I realise now that living in spain, i would be better off having a driving licence with a photo, at present have a paper one. So i had a look at the dvla website, and does not seem very clear regards where i stand. Unless i come under one of several catagories, then i wont need to bother changing it. surely if i want to change my paper one for a photo one then i should be able to. but i cant seem to find a link to do it.

I stand to be corrected on this but, if you now live permanently in Spain, you have to get a Spanish Licence (and, possibly, pass a Spanish test).
In any case, you need to tell them your new address (if permanent move).
sorry folks for the confusion, i dont need/want the photo licence for driving, but for various things, eg a bank mandate insists on a photo driving licence. anyway i think the paper licence with be fazed out pretty soon.
If you notify change of address which surely you must have to do, then any change of licence for whatever reason will automatically be a photo card licence.
As an aside, many years ago we went to the USA and needed to show ID for something (can't remember what). We offered a passport and got the response "Do you have a credit card?".
