Last night two Rottweilers were loose in our road. Their owner was not with them. My friends cat was in the front porch and the sliding door was open about four inches. The dogs must have spotted the cat and forced the door open more to get it. At least one of the dogs must have entered the porch as the cat would have backed away as far as it could. Hearing the sounds of the cat screaming, the owner and daughter rushed to open the main door in time to see both dogs mauling the cat, which at this time was still alive. The cat’s mutalated body was found early today. After the event last night the Police were informed and their response was that a dog killing a cat is not a criminal offence, they did not come to investigate the circumstances.

Is "negligence" a criminal offence.
That's awful. Are you saying because it was a cat because I know they investigate when dogs attack other dogs in parks etc.
That's horrible.

Yes, I just ran out of space. Do you consider the dogs were “out of control”. Would you regard the location of the cat important, as it was on it’s owners property? Is or was the cat the owners “property”? Should the dog owner be held accountable for the action of his dogs?

I would call the rspca. They have the ability to prosecute cruelty. And allowing your dogs to maul a cat to death is cruelty. Also make a complaint to the police. The dogs were out of control.
Police were called bm. They weren't interested.

Thanks for all of yours answers. We are going to take up these points with the Police as we feel that they did not take into account the cats location or the fact that the dogs where not under his control.
I am so sorry to hear about your friend’s cat. The dogs obviously were not under control, the Police do not get involved in these sort of incidents, I speak from experience. You need to contact the RSPCA. Good luck.

After many complaints stating that dogs were on the street without the owner.. “out of control”. And that dogs had forced entry to get the cat from within the property. The Police have now said they are going to look into the matter.
Good. If that doesn't work you must contact the RSPCA, they do prosecute. I know many people slate them but they have responded and acted for me more than once over the years. Those dogs were out of control in a public place as well as in someone else's garden and it could have been a child. Poor cat and poor owners.
