when someone moves out of a flat and leaves furniture (sofa and chairs) and odds and ends in the place next to wheelie bins knowing full well bin men will not uplift does the constitute FLY TIPPING? if so what can be done about it

we are having an arranged collection next week they asked us to leave it all by wheelie bins perhaps this is going to happen near you
It happened to me once with two large items, rang Council and paid and got neighbours to help put them outside the day before pick up - they didn't come for 3 weeks.

I got two unpleasant notes through the door, felt dreadful.

As soon as some people see something put out to be dumped they start adding to it.
If the extra junk has been added by random passers-by, that's definitely fly-tipping.
