Do you have a link please?
It doesn't make sense to me I'm afraid.
In order to emmigrate New Zealand you have to prove you can support yourself if you have been OK'd to move there why should you not buy a property?
Actually having found the link and read it, the whole thing makes more sense.
It only applies to Non residents - which is right and fair.

My aunt lives in Thailand. There you can buy a house but you'll never own the land it's built on.
can't buy in Singapore
Seems sensible just put a decent residency requirement and it works
As to the second part of your question - non resident foreigners are not keeping 'normal' properties out of resident 'brits', they tend to buy very very expensive properties that most normal 'brits' would never be able to afford anyway.

most of the highlands belong or did belong to a wealthy Dutchman and his family..discovered when working in land registry recording the sales in Highland area, it was gobsmacking how much he was buying up , many hundreds of millions must have been spent
Again big estates are expensive to run and families who owned them were going bankrupt so they sold them to people who could afford to run them.
