SIL is having to apply for this. Do you still have to pay for Council Tax while in receipt of this?

This will depend on your circumstances and where you live. ... If you are claiming Universal Credit for the first time you should apply for Local Council Tax Reduction straight away, as many local councils will not backdate it for you.
Each local authority is now responsible for implementing its own scheme on Council Tax reduction, so the rules will vary from area to area. However everyone on a low income (irrespective of whether they're actually in receipt of state benefits or not) is likely to be able to get a reduction in the amount of Council Tax that they pay, so it's worth applying.
