Home Business Law Question:
In Los Angeles, RS-1 zones allow home businesses so long as a bunch of conditions are met, including that it's only one client/client vehicle at a time. Hypothetically, were a business owner in these areas hold a class of, say 10-20 people one day a week in a sound-proofed room, a) how likely is it that the city would find out and come after them, and b) what might the penalty be?

It's not that we're an unhelpful bunch on the Answerbank. (Indeed, we're exactly the opposite). However this is a UK-based site, with hardly any active members in the USA, so it's extremely unlikely that anyone n his site is familiar with the enforcement of the Department of City Planning regulations in LA.
However it does occur to me that the most likely ways that any planning authority would become aware of breaches of planning regulations, in respect of home-based businesses, are
(a) the regular presence of large numbers of visitors' vehicles at the location ; and
(b) having their attention drawn to such activities by advertisements for the business.
