Can I Sue An Airline From Another Country Where The Problem Happened?

For example, in one country, an airline lost my luggage and does not want to refund the cost of the luggage.

Was the luggage very valuable? It might not be worth pursuing the matter in court.

Valuable - there was tourist equipment for two people - tents, sleeping bags, warm jackets, etc. The total amount of luggage is large enough.

My luggage was lost in Chile. I waited 21 days, when officially it became lost. Once again, I contacted the airline to compensate for the damage. They said they could only refund $30. After that, I turned to the Chilean consumer rights protection service - I wrote a statement. But the airline said that they would not compensate anything. So the next and last step is court.

no I think you should exhaust avenues in england first
and citizens advice - you cannot be the first to lose luggage on an airline

The airline has to compensate under the Montreal Convention, so I would try the CAA form as advised above.
