Metropolitan Police Put In Special Measures
You may have read recently that the Metropolitan Police have been put in special measurers, I assume from this that someone has realised they are incompetent.
If you burglarise some-ones home, rob a shop or defraud some-one on-line – the police don’t want to know; but drive at 5 miles an hour above the speed limit, and you will feel the full force of the law (and this is everywhere in the UK, not just in London).
The Police like to claim that they police with the consent of the populous – well, they certainly don’t have my consent to hound motorists for minor infractions while not bothering burglars, shoplifters and fraudsters.
To my mind all UK police forces should be put in special measures and instructed to stop harassing motorists and start harassing criminals.

So by definition it’s an ass. A poor thing but our own. Incidentally, I’ve never had a speeding ticket and have driven for fifty three years…lucky? I will probably get one very soon now I’ve written this.
"In 2020, under free-flowing traffic conditions, 56% of cars exceeded the speed limit on 30mph roads compared to 53% on motorways and 12% on national speed limit single carriageway roads.
In 2020, the proportion of cars exceeding the speed limit by more than 10mph was much lower than overall speeding, at:
13% on motorways
6% on 30mph roads
2% on 60mph roads"
"For all vehicle types, speed compliance tended to be highest on National Speed Limit (NSL) single carriageways and lowest on 30mph roads.
The average car speeds, under free-flow conditions, were:
•at the speed limit on motorways (70mph)
•slightly above the speed limit for 30mph roads (31mph)
•under the speed limit on 60mph roads (51mph)"
So, although a high percentage do exceed the speed limits, they don't exceed the 10% + 2mph tolerance in the guidelines.
As they are only guidelines, one mile per hour above the limit could lead to a prosecution but that would be very unlikely.

Hymie, I admit to being an amateur wang. I was driving on a long dual carriageway with varying speeds limits of 30,40 and 50. I thought I was obeying the limits but according to the letter received it was 47 in a 40 limit. Out of curiosity I checked on Google Earth where the signs were located and there was one, 40 limit, I didn't remember. I then realised there had been a lorry and trailer broken down on the hard shoulder at that point and this had blocked my view of the sign. Of course I couldn't prove it not having a camera- I do now!!
There's a difference between spotting and pullin over a speeder, and responding to a burglary report.

In short very poor record keeping . why do dat den? - go out n shoot the crimz! so that when things go wrong or very wrong, you can review decisions. This is the one where Cressida DIck refused co operation ( what? can she do that?)
the Charing Cross inquiry
" if your girl woan pleasure you, beat her and then bear her a bit more" - from a group of PC phones, no not phones of arrested people.
Couzens the cuddler - well he went further - and the response that he was a PC was- so what?
and they gave it a chance which ended last week

Full force of the law for driving 5mph above the speed limit?
So they are going to batter down your door, storm through your house, slap the cuffs on and throw you in prison?
A speeding motorist took 6 years of my life, my wife has still not recovered fully after more than 20 years and we are both feeling the affects.
Every prison is full to bursting - are you suggesting the police did nothing to put those people away, or are they all speeding motorists?
I suggest you start reading the court reports in your local newspaper - you'll see shoplifters, burglars, fraudsters, rapists and speeding motorists are in court every week.

\\ I take it the prevailing limit was 50mph or less as enforcement does not begin until (Limit + 10% + 2mph).//
Is this written in law?//
No it’s not written in law. It is the official guidance which was provided by the Association of Chief Police Officers. When that body was abandoned in 2015 the guidance was adopted by its successor, the National Police Chiefs’ Council. It is here:
https:/ /www.np cc.poli ce.uk/2 018%20F OI/Oper ations/ 030%201 8%20Spe ed%20En forceme nt%20Gu idance. pdf
The document explains the principles behind speed limit enforcement (including the reason for the "tolerance”) and the table of thresholds is shown in paragraph 9.6. It is followed by all forces in England and Wales and has also been adopted by Police Scotland.
//I attended a speed awareness course about sixteen years ago and the first thing we had to do was to tell everybody the speed we should have been doing…..etc.//
That’s interesting. I subscribe to a number of motoring forums and very often there are questions from drivers who say they have seen enforcement below the NPCC’s guidance thresholds. They are usually asked, so that people know where the guidance is not being followed, to post a copy of their paperwork. I can say that, without exception, none has been able to substantiate their claim. Very often they don’t respond at all or, if they do, it is “Sorry, it was 35, not 34” or similar. Whilst 1mph over the limit is an offence, the NPCC document explains why enforcement should not normally begin below the threshold.

You need to get a grip, Hymie. This is obviously causing you some unnecessary concern.
Over 2.2 million drivers were caught speeding last year. The number who committed the offence and were not caught is probably double that. It is a huge problem. Speed limits are an unfortunate but necessary balance between not allowing people to drive at all and allowing them to drive at an unrestricted speed. Neither of those is desirable and Parliament has decided where the balance should lie.
Your beef is obviously what you perceive as the unseemly amount of police resources devoted to speeding enforcement compared to the comparative lack of resources directed to policing other crimes. This is because speeding enforcement is relatively easy. The vast majority of offences are detected without he need for police presence. That's tough on the offenders, but it is what it is. The easiest way to avoid paying anything by way of fines etc. is simply not to exceed the speed limit. This should be within the competence of a careful driver. Those who find it difficult should perhaps ask themselves whether they should be driving at all.

I’d like to add to my appalling driving record – during my time driving (over 40 years), not only have I been caught speeding at 7 mph over the speed limit once; I also had one slow speed accident (circa 5 mph, that was my fault) where I rear-ended a stationary vehicle at a roundabout; this occurred more than 25 years ago.
Should I ever be up before NJ on some driving charge – I’d expect my appalling driving record to get a mention.
