I think I remember a local man being sentenced to 7 years 'preventive detention ' for a relatively minor crime.  Though it's fair to say he did have a record as long as your arm.

Would the people who drafted the latest version not have looked at the earlier one in order to avoid any glaring mistakes?

no -  not being a lawyer - the system didnt work so tinkering with bits wdnt ( didnt) do anything.

it is up with Post office and al-Fayed - why didnt someone DO something ?
