It is a criminal offence not to supply this information once requested, or to give false information.
Is it possible that you have only been notified of an action against you and the matter has not been taken to Court? If so you should pay up and the whole thing will go away. If you work for a Bank then the Wages Department will be told to deduct it from you and it won't be in small amounts,they can request up to 17% of your take home pay per week/month until it's clear.
The law regarding Council Tax arrears is different in Scotland and it is this:
"When you have not paid an instalment of council tax within 28 days of the date it is due, the local authority may apply to the sheriff court for a summary warrant to show that you are liable to pay the arrears. If you cannot reach an agreement with the authority to pay off the arrears, the authority can enforce the summary warrant by making deductions from your income support, jobseeker�s allowance or wages or having sheriff officers seize a person�s goods to the value of the amount owed."
In your case your council have obtained the summary warrant but have yet to enforce it leaving you time to contact your council as quickly as possible on Monday and come to an arrangement to pay off the arrears - they will accept regular part payments so long as you stick to it. From what you say if you muck about and they enforce the warrant you will then be in breach of your employment and can expect the sack.
