I'm travelling to roatan in the carribean but due to not being able to get a good connecting flight i have a overnight stop in miami. I have a police caution from 5 years ago which means I was arrested but not charged. do I still need to apply for a visa to enter america?

Yes - an arrest whatever the outcome means you must apply for a visa.

Whether the US authorities will know of your arrest if you don't tell them is another matter.
