"Probably. A Court cannot prevent your ex-wife from living with the children anywhere in England or Wales. Yet, as the children's father, married to their mother when they were born, you have parental responsibility and should be consulted on major decisions about their upbringing and welfare, such as education and their future home. For example you may object to the children being removed from their present schools (because, perhapsm, they are doing very well) and object to the proposed new school (because for example it has a poor academic record). Also, what impact will a move have on your contact with the children? Will arrangements become more difficult?"
Hope some of this helps you
