Pay Rise

I have worked for an internationa company for almost 4 years now. Last year I got a new job with the company but no pay increase. I have now found out that new members of staff are getting paid more than substantially more than myself for the same job. I have asked for a pay rise but I have been told by my manager that they are not sure that they will recommend a pay rise but they cannot guarantee anything. What can I do other that changed job?
