I think you only appear on the register if you return the electoral roll forms each year ??? He obviously isn't interested in voting at any elections.
It is a legal requirement that all UK citizens register themselves on the electoral roll.

However, you can tick a box which prevents your name appearing on the edited register - the one available on-line to all and sundry.

If you check the printed electoral roll in his home town, you will find him.

All British, Commonwealth, Republic of Ireland citizens and citizens of other European Union member states who are resident in the UK should register unless they are under 16 years old.

As a Russian he is exempt, unless he has acquired UK citizenship.
Ethel - is that right? If so, I was (unintentionally) breaking the law for 30 years before I left the UK!
rojash - it is right and carries a 100 fine if you fail to register.
Wow didn't know that. Just as well I automatically complete it every time.
Ignore my last entry. I just checked it out. You are NOT legally bound to register. It just means you can't vote, can't be called to jury service and could cause problems with other official stuff. Bot its not obligatory HONEST !!!!
It is a criminal offence not to register:

he Register of Electors is a list of everyone in the District who is eligible to vote. Between August and October every year the Annual Canvass takes place and during this period a registration form is sent to every property in the District. Completion of this form is compulsory and failure to register is a criminal offence. This annual canvass is conducted based on where you are living on 15 October each year. Once this information is collected we publish a Revised Version of the Register of Electors by 1 December each year and you are only entitled to vote if your name appears on this Register.

I confirm it is a criminalk offence not to register if you are eligible.

However most councils take the view that there are better things to do with their resources than prosecute the losers who can't be bothered, so they don't bother unless for example you assault the guy who comes round to remind you.
