The cheapest way to register a limited company in England & Wales is to deal directly with Companies House ( http://www.companieshouse.gov.uk ). The easiest way is to use an agent (i.e. an accountant or solicitor) who have "dormant" companies (i.e. shelf company) already registered and will then sell one of these on to you.
