If you went to a foreign country, took their driving test and passed you would get a foreign licence. (You might have to prove you were a resident to get it though, and could have language difficulties in their theory test...)
But you still wouldn't be able to drive legally in this country - you are banned from driving here. Having another licence makes no difference to that, you are still banned.

This issue has been raised many times in various ways on AB in the past. The most recent was when somebody called Caprice (whoever she might be) was disqualified in Britain but was seen driving in Spain shortly afterwards.
It is quite straightforward. When you are disqualified from driving by a court in Britain you are not permitted to drive any motor vehicle on any public road or in any public place in Britain. This is regardless of whether you hold or manage to obtain a licence issued in another country, or if you manage to obtain a British licence by misrepresentation. The disqualification is a court order placed upon a specific individual. It cannot be overridden by a document issued by another administration or by one issued in Britain under false pretences.
Similarly, the ban does not extend abroad (yet). If you hold a foreign driving licence you may drive in other countries where its validity is accepted. (This is provided that the country does not have legislation which prevents drivers disqualified in other countries from driving on their roads, and few if any do). This is how Caprice managed to drive in Spain as, apparently, she holds a Spanish licence.
Simply put, the disqualifications bans you from driving. It has nothing to do with whether you hold or are able to obtain a licence.
