Empty unhabitable property

I have seen the most beautiful house , it is boarded up and at present unhabitable. I have got in touch with land registry to find out who owns it , and now know that the owners have since died and it has been empty for over 20 years.
Where does the law stand on houses like this, can i buy this house , who do i pay ?
