My friend is divorced from the wife and the ex is still using his last name. Can he legally force her to revert to her maiden name?

No, I'm afraid not.
No - anybody can legally use any name they like, as long as they do not intend to defraud anybody.

Many divorced women keep their ex-husbands' surname, especially if they have children and grandchildren.

In fact It is more usual to keep the married name - reverting to the maiden name is not automatic and is usally done by deed poll.

When I divorced I had to sign a document legally stating that I would no longer use my old married name and stating that I would revert back to my maiden name.
