It's not entirely clear what happened here. I'm assuming that you're a 'new driver' and that you received three points, under code SP30, for the speeding offence. If a further three (or more) points were then added, under code MS60, for failing to submit your licence, this would have resulted in its revocation.
A solicitor could prove to be very expensive and I doubt that you'd be able to challenge the MS60 points. (You can't directly appeal against the actual revocation. You can only appeal against being given the points which led to the revocation). It would be far cheaper to follow the option which has been available to you throughout the past year. i.e. pay for a new provisional licence and re-take your test.
