Roof windows in conservation area

We are currently in the process of buying a property in a conservation area. The property has a velux window in the roof. The sellers have no documentation relating to this as it was "put in by a friend". Would they have needed to get planning permission to put the window in and if so, should we be asking for them to apply for it retrospectively before exchanging contracts?

Have they said when it was put in? In the last few years a new FENSA regulation has come out which requires registered people to have put in the window.

We are just putting a new window into a brick wall - we asked the council if we required planning permission / building control - they have said no to both and we live in a conservation area.
Yes they probably would have and yes, you certainly should - unless it's such a bargain or beautiful dream home that the Velux window is unimportant.

Veluxs do not materially change the shape of the roof. If its been there at leat 4 years, Development Control cannot now force its removal.
OIVic's point is valid, but relates the Building Control, not Planning Permission.
