Is it against the law to burn garden rubbish in a black plastic bin liner. The smell is appalling.

We burn our garden stuff in a metal bin....

I think if they're causing dense black smoke call the fire brigade?

I think it's illegal for farmers to burn plastics because of noxious gases.....

Your issue comes under 'nuisance law'. Basically it depends on who is burning the rubbish and how often.

It's a while since I've looked at a similar issue but, If as I suspect, it is your neighbour, then you probably have a remedy. You might want to start by contacting your local council's environmental health department in the first instance.
