if a mother died 3 years ago,can their daughter accses her medical records to assist with family tree stuff? since the mothers death they found out there was another sister form when she was in a psychiatric hospital

Only if you have a legal interest and need the information to make a claim in respect of the mother's death.

Even if you were allowed to see it, any references to another person, such as the sister, would not be available.
