Although there are no laws in the UK relating to unsuitable names, applications for a Deed of Change of Name may well be rejected for a name that:

 is impossible to pronounce,
 includes numbers or symbols,
includes punctuation marks - except for a hyphen to link forenames or surnames (for example, if you want a double-barrelled surname) and an apostrophe in the case of surnames like O'Brien.
is considered vulgar, offensive, blasphemous or unsuitable,
may result in others believing you have a conferred or inherited honour, title or rank, for example, a change of first name to Sir, Lord, Laird, Lady, Prince, Princess, Baron, Baroness, Count, Countess, General, Colonel etc.,
does not include at least one forename and one surname.
I can see your tongue is firmly in cheek but it has got me thinking.

I can't see that a sirname has to be pronouncable as long as it is not offensive. Regristrars can refuse but rarely do, when for example people name their children after the Liverpool football team.

It baffles me why anyone has their initials on a car. Only the driver knows what it means. I think Mr XKO would have the same lack of impact. I have looked for JO11N and JO11NNY and a similar grouping for my sirname. With a screw between the 1's they would be perfect but not only are the not available the price would be enormous.

Use of a screw to affect the appearance or legibility of a registration number is a contravention of Section 11 of The Road Vehicles (Display of Registration Marks) Regulations 2001 and may attract a level 3 fine, currently 1000.

Yeah, I know, and I don't agree with posers flouting the law it either, but I've never heard of anyone getting nicked for displaying dodgy plates. There are so many around you would think it was an easy nick for the police to bump their figures up. The owner would also be obliged to divulge where they were (illegally) made.
Parents should name their children so that they can obtain a decent registration when they grow up, I have been traumatised by having a forename beginning with I
You cannot have a name that:

"Includes numbers and/or symbols (accept a hyphen to join names or an apostrophe for surnames such as O'Brien). "
