is it right that only the police can get your name and address from d,v,l,a from your registration plate.?

That is how parking companies get your details, for example.
if you are a bone fide company or council etc,then they can.
If you work in some security industy topman, then try getting your car registered with a solicitor. It is hard to gt a PO box as registered keeper, but when I was in the Army (especially when the PIRA were known to follow us) I listed my own personal car with a local law firm. No problems at all.
