Can non related boy aged 11 and a girl aged 10 allowed to share a bed room?

Can anybody tell me is there a law which says if non related children of different genders can share a bed room?
The girl in question is 10 and the boy is 11, they are next door neighbours but have shared a bedroom for 2 months as the girl is not allowed home, but social services are fine with this girl sharing a bed room with a boy!
I really need to know the answer by Monday morning and if you could quote if it is in the 1989 childrens act or what act (English Law, Please).
