When Passing parked cars who has the right of way???

When passing a line of parked cars who has the right of way?? I was committed to passing a line of parked vehicles with nowhere to pull in. An oncoming car came around a bend at the end of the parked vehicles and continued onwards forcing me to stop. After pulling along side and giving me serious verbal he drove off, denting his car in the process. Who had the right of way?? is there any references i could use??
