No! It does not seem to be relevant to the issue so far as I can judge.
Is the document you have the land certificate for the house? If so, it must show the name or names of the owners. Whose names are shown, & what date is stated? Is it just your half brother, or is it him & your parents, or is it some other combination?
You say the document is "transfer of part". This indicates the title concerned is extracted from a larger title. This could happen if - for example - the house had been built on an estate where a larger area of land was owned by the developer. If that is the case the fact that it is a "transfer of part" is not relevant. But if it appears that in some way the original title for the house has been split (this is extremely unlikely) then it needs looking into.
