living in a caravan

i have a neighbour who has a caravan on his drive. the other day he moved a friend of his into the van. is it legal for him to do this? and how do i find out more about rules and regulations about this? the van is old and as far as i can tell has no electricity or toilet?

Ive no wish to upset you or get you mad- but i'm curious....how does a person living in a caravan effect you?
