Parking

Ok...here's one for you. I live on a new dockside development. Some of the development has private roads, which now have visible parking enforcement signs which inform you if you park in certain places you will receive a penalty fine.
However the road running along the top of the development is a public road, and has a single yellow line. This road is now being patrolled by the local council Parking vermin (sorry, I mean officers), who come along in their van and wait until the clock ticks past 08:00, so they can ticket any offending vehicles. The estate management company are also displaying their parking enforcement signs on this stretch of road, and they ticket too - surely both the council AND the private company can't both be allowed to issue tickets on this public road ?

Even putting there signs there without council permission would be an offence. I would let the council know as they would be able to get the private company to stop and possibly get there licence to trade revoked.
