The Environmental Health department of your local council will be able to confirm.

A typical guide is here

Hi, Lil

If you are in UK, the general rule of thumb is that in the kitchen itself you should have one sink for food prep and second for washing-up. A separate sink for hand washing only should also be provided ideally in the same area. However this can vary slightly depending on the type and volume of production involved and the premises themselves.

The best thing to do would be to contact your local Environmental Health Officer (usually through the local council). S/he will be able to offer all kinds of guidance and will discuss your specific project free of charge.

Hope this helps.
