'C.C.' copy letters!

I recently attended an interview and got the job, at the time I accepted I was thrilled to have been the successful candidate. However having been advised of the pay scale at the time and given it much thought I decided not to decline the job offer and wrote a kindly letter to the company briefly explaining why. A couple of days later I received a reply stating they were 'perplexed' as to why I turned down the offer and I noted at the bottom of the letter it was 'c.c.'d to two of my previous employers! I was livid as to why they had the right to copy their reply letter to the referees that were approached? Is this correct and if not what can I do about it?

They detailed the pay scale at time of interview which I expressed my concerns that it was a significant decreses to what I was presently on. They said it would increase after 18 weeks service, and to be honest I did not think I would get the job, I did verbally accept over the phone and then the offer letter arrived. It was wrong to accept but I did not think that my previous referees would be told of my decline to accept, I am mystified by this response too.
