I live in a block of flats which has parking spaces outside. There are a group of students who live on the ground floor who have an unlicensed, unregistered, untaxed (and probably unisured) car parked permanetly outside. They occasionally drive this car (onto the main road). The police have been informed but they keep doing this and although they have a sign in their car window saying "awaiting registration documents", they keep driving about. There are a lot of old people living in the block and they are boy racers and race this car very fast in and out. They have almost knocked me over once. What can I do to get this car moved or at least get them to have all the legal documentation? I resent them taking up a valuable parking space when they are not paying any form of tax. Thanks.

Report them to the DVLA.They will be told to get a tax disc and if they don't comply within a set time the car will be towed away and crushed.
a good bit of advice you have already been advised, about reporting them ro DVLA, would the police assist regarding possible NO INSURANCE OFFENCES , doubtful, the local constablalary, r not going, to monitor , there comingsd and goings 24 hours a day ........they may have even registered the car in a false name and address , regarding non- taxing , evading parking tickets etc etc .......

As it's on private land when parked up - very difficult.

The police need to catch them on the public road.

The DVLA will take action as it should have either a tax disc or a SORN notice. If it has a SORN it should not be in the road at all, but can sit in in the parking space for years.

they may have registered the vehicle in a false name and address .......that is something also to consider, you have had a n accurate reply from ethel , and another replier not me......

You can also call your local authority, they will come and sticker it and then contact the owner and if nobody comes forward they can crush it.
If it's not private land then report it to the local council, who will more than likely come round and take it away.
I reported a car, whos tax ran out 3 years earlier, which belonged to a bloke with 3 other cars and this one using up precious space could have easily been parked in his garage.Tte council came round a few days later and towed it away, no questions asked, it just went!
The parking spaces in the flats are private property and therfore do not fall into the road traffic act for tax, and mot, or insurance. However if the vehicle is being used it is required to have insurance in a public place (any place where the public have access). As soon as it enters the road they are committing road traffic offences. The problem is the police can only do something when they have seen the act.
