my neighbours at the back of my garden have piled rubbish including white goods, sinks, carpets etc at the end of their garden to a height of approximately 3 - 4 feet. It is now falling through the boundary hedge towards my fence, which is within my garden, and pushing it down. One of the panels is completely out and the others are well on the way. I am planning to go and discuss the problem with them but they have put their house up for sale so I dont think they will bother to do anything. If they decide not to do anything can I approach the estate agent and tell them there is a neighbour dispute on the property

i dont know about neighbour disputes if you havnt actually tried to talk to your neighbour.

perhaps have a quiet word with them and if they dont move the items see if enviromental health can do anything. once they are moved you can access the damage
Ah, I follow you, you mean...

Make their house harder to sell, so they can remain your neighbour even longer.

You can give it a try.
Have you contacted your Environment and Public Health Department at your local council? They be able to enforce the removal of rubbish or advise you further. Don't let them pawn you off either.
