as long as its not a baby in a rear facing seat with an airbag then a child can be in front seat.

Keep the seat as far back as possible though.

Back is always best and the centre seat (if a 3 point belt) is safest position if car seat fits.

but they can go in Front
"Save for those in rear-facing baby seats against active front air-bags, children can travel in the front seat of any vehicle provided they are properly restrained. This includes 2-seaters or convertibles, even if the top is down" http://www.thinkroadsafety.gov.uk/campaigns/ch ildcarseats/faq03.htm

IMHO a 5 point harness is safer for any child up to the age of 6 be it fitted to the actual car seat or a child car seat that goes up to age 6 and is held in place by an adult restraint

I thought that if there was an airbag in the front then it was not safe for a child of any age in any type of seat to sit there, otherwise if they have the right seat its ok and not illegal.
