who decides which countries of the EU you can sell duty free tobacco to in a duty free airport shop. I was in milan recently, and could not purchase duty free pipe tobacco because i was travelling to the uk.Surely i was being discrimiated against .if i was travelling to spain i could purchase it.

When travelling within the EU you are allowed to buy goods which are Duty Paid or Tax Paid in that country.

Duty Free goods can be bought when you are travelling from an EU country to a non EU country.

So you could have bought goods which are Duty/Tax paid like you do when travelling from Spain to UK = perhaps at at a tobacconist in the airport.

The term Duty Free is not now appropriate for travel within EU
As the previous answer correctly states, no duty free within the EU, so you could not have bought it if you were onward bound to Spain.

It is governmental legislation, aided and abetted by EU law.

further to my question, there was a sign in the shop stating "only passengers who are travelling to spain and countries outside the EU may purchase tobacco products"
