In the meantime, deflate you tyre, jack up your van, now the clamp will be loose, remove it with ease, reinflate your tyre, let the vehicle down and off you go.
No criminal damage to the clamp because you havent needed to cut it off. Have know a few peeps to do this in the past!

You say it is hp. Do you mean it is on a Hire Purchase agreement? If so, it is not yours - it belongs to the finance company. You then have to show the HP agreement document to the bailiffs firm and they must remove the clamp because they have no right to take something which does not belong to you.
