Problems with tenant next door

Hello everyone. I am an owner, director and freeholder of my own property which is an apartment located within a converted farmhouse. I share a hallway (entrance lobby, landing and stairs) with the apartment next door. The occupier is a tenant and has become a nuisance. He is keeping a dog which means that the hallway smells and is full of mud and hair (we have a rule that forbids keeping pets). There are marks on the walls, damage to a tile and carpets. The tenant has also put a padlock on the door of a large communal cupboard that is located in the hallway and frequently uses the hallway (and presumably the cupboard) as a storage area for his work equipment. He has also put up a number of pictures which, quite frankly I find cr*p! I'm pretty laid back and it takes a lot to get me riled but even I became completely exasperated with the situation and decided to complain to the maintenace committee (which is a private company that runs the house on behalf of the owners and directors) and have sent a couple of letters and numerous photos. Nothing much seems to have happened. In fact, the condition of the hallway, if anything, is worse! The management committee have told me that they've contacted the tenant's landlord but he doesn't seem particularly bothered. What can I do about it? The situation is making my life a misery. I can't enjoy my own property and I don't know what to do next. Any suggestions?
