If a person was not born in Britain but came here to work, under what circumstances would the Home Office "hold" the person's passport? Is it for silly Stalinist reasons?

The Home Office don't hold people's passports. This is often an excuse used by persons illegally in the UK to cover the fact that they don't have one!
