there are no set guidelines with regard a specific 'time' that someone is allowed to make this kind of noise.
However, what is considered in these cases is if the noise been made is 'reasonable' hence that most people would be at work during the day and s a certain amount of noise, especially from DIY work, would be considered acceptable during working hours... however... if the noise is to a level and consistancy that it enjoys the neighbours enjoyment of their own property...
Then you need to think about making a report regarding this to the local authority, Environmental Health department.
They will no doubt ask you to keep a diary or log of when the noise is happening and of how is effects you in your own home so, for example, you could hear drilling until 12.20 at night and had to turn up the television during the night in order to be able to hear programs and then at 11 when you went to bed you could not sleep and this resulted in tiredness the following day while you were at work.
Comments like this are always excellent evidence if a noise notice is served on the person causing the nuisance as it shows the courts what impact on your daily life the noise is having.
