Can a local authority in Scotland state in correspondance that you owe council tax when in fact it is water charges they owe. The person receives full council tax benefit.

What correpondence? Surely water charges are owed to the relevant Water Authority and nothing to do with the Local Authority - how would they know money was owed?

the local authority are required by law to collect to collect on behalf of the water authority
I don't understand the question either.
Of course they can state it - but they might have made a mistake. Just because they have made a mistake doesn't absolve the person from paying a debt due.
If your question is 'If one is in receipt of full council tax benefit does one also automatically benefit from not having to pay water charges' then I'm afraid I don't know.

all local authorities in Scotland will send out demands for council tax rather than stating water &sewage is owed. What in law allows the authorities to do this when the recipient does not owe any council tax? Straight forward question.
Here in England, I have three bills :-
Council Tax
Sewage
Water

When I lived in Scotland, all these charges were levied and paid to the local Council on just one bill.

Things are different up there!
