If he can't and he won't be able to as he hasn't posted it, they'll take the money from his Paypal account and refund you. However, if he has cleared his PayPal account out then you'll get nothing.
If that's the case and you've spent more than 15, contact eBay as they will give you some money back up to 105. However, they take the first 15 to cover fees and to stop people taking the ****

the same thing happened to me, spent 13 on a t-shirt but they turned out to be a right shower, coming up with some ridiculous stories about posting it. (my sister was rushed into hospital for an emergency op/ I took it to the post office/ I didn't take it to the post office/) then nothing.
Paypal recovered 1 for me. it's what they call "daylight robbery".

i have heard various stories regarding PAYPAL, i always thought i was covered 100% but not so sure now..The only problem i had , i filed a dispute immediately (same day)and they held the amount in the sellers PP account and i was refunded, but whats to stop them withdrawing the amount and also closing or emptying the bank account its linked to ?..
I'll guarantee this seller has no form of "buyer protection" in place. It takes a while to get that set up and anyone out to make a quick buck will not bother taking those steps.
That Paypal allow you to do that is a disgrace IMO, but as it's owned completely by eBay they don't really care. if any high street organisation had the same levels of customer service as eBay, they would be out of business within a year.
Chas has hit the nail on the head, it's far too easy to get out of paying anything back. And Norman, your social interaction skills leave much to be desired. However, I appreciate your well thought out criticism and shall take it on board for the future.
I hope you get your money back, but experience, and I have over 50000 transactions on eBay, tells me it's unlikely.
