CPS refused to take case to court

My sister has just had a call from the police force that is dealing with her harrassment case - her ex has been sending abusive and very threatening texts and voicemails.(He was threatening to kill her and one of her sons in a couple). She has given 2 statements and they have seen all the texts and heard all the voicemails. This has been going on for 3 years now. It appears that the CPS has decided not to persue a prosecution. Understandibly my sister is devistated. What can she do next? Does she have anywhere to go now?
