decoy birds in larsen trap

A wildlife liason officer asked told me that keeping my decoy bird in a larsen trap was illegal. He also said that the condition of the bird made it necessary to seek vetinary attention for it. He then offered to take the bird away. So I let him.
I had believed that my large trap, on my own property was legal and that keeping the live decoy also was. The bird,was grubby and his tail was ragged. But I had been looking after him well. He did have a couple of crooked toes, but they were not bloody or broken looking. Id even fed it worming powder (Flubenvet) to keep it healthy.
Have I broken any laws?
