Why is your husband not helping with "his" money. A marriage is a partnership, and the family is both of your responsibilities. You need to sit down with him and tell him that you cannot cope financially. I'm a married man with a child - I work and my wife stays at home. We have a joint account and my wife has full access to it for running the house, although I wouldn't like it if she went too mad ;)
Let me take a guess - your husband has "his" money and spends it on beer / golf / fishing. I'm not trying to be rude, but we have so many friends where this happens and the wife won't do anything about it. PLEASE sit down with him and explain how you feel.
LANGER first of all i would like to thank you.

The government has a figure which it believes your family can live on. In 2004 it is this based on what you tell me:
You're a couple and I'm assuming your both over 18 and not disabled so the government says you can live on 87.50. You have two children, I'm assuming over one and not disabled. So they get to live on 42.27 each. You also get a family premium being a family and all so that's another 15.95 you should have. So the government deems you to be able to live on 187.50 a week.
If your income is less than this you should be able to have it topped up to this level by Income Support.
You have a mortgage so you can't get Housing Benefit but you can try applying for Council Tax Benefit. How much you get if any is dependent on how much your income is.
The best thing to do is to go to your local benefit/DSS/DWP office with information about your circumstances and they will tell you what you can or cannot claim.
In addition - you have a partner to the government considers you and your husband to be one person in effect. So they assume that anything he earns is shared equally between you. If you feel guilty about taking his money, and he earns a lot of it, then there's not much you can do about it I'm afraid. As has been mentioned, your husband must earn quite a bit, probably enough to send you over the figures I gave you above which probably means you will receive no benefits at all.
Either accept the income you have with gratitude (after all, tax credits come from working people paying you to stay home), and get advice from penny-pinching websites on how to live within your means, or get a job and pay for child care.
Anyone who has been in your position has had to make the same tough decisions. I worked and raised my kids and didn't get a government handout. I personally think it is unfair that now I should have to pay taxes to pay for people to stay home that are capable of working.
If people cannot afford to have kids, they shouldn't have them. The problem with this country is that it is too much a nanny state.
