how come an irresponsible dog owner can be fined x-amount for fouling the foot path etc when i live in a large shopping precinct and every few days the police horses that go through this area leave piles of steaming s**t, the council cleaners on the next round usually the next day shovel this up maybe the police should have rear view mirrors fitted to there horses ,dismount and bag it !!

There is a huge difference between horse muck and dog muck.

Dog mess can cause serious harm to health; horse muck can't.

Also it is an offence to allow a dog to foul the highway and not clean it up; the same does not apply to horses

I used to have horses (when younger- and richer!) and to be honest, I never thought their poo smelt that bad??

yes most modern shopping precincts have flats / apartments in or over them
i was brought up with farming folk and actually my dad looked after "mr softee" famous horse, but dumped outside the cake shops here its rather off putting to many

I remember people almost fighting to get the horse muck for their roses.

Dog mess can harbour tetanus, cellulitis and toxocariasis which can make children and the less healthy very ill indeed.

A horse rider knows when its horse is defecating, no mirrors required. However, it can be dangerous to hold a horse by rein whilst trying to clean up after it - it could cause all sorts of accidents. The rider can't be in proper control in that situation.

If you feel so strongly about, phone your local police, council and MP, but no laws are being broken

It's because people don't feed their dogs bones anymore - it's the calcium in bones that turned it white.

Ethel's advice is correct.

I am afraid that however unpleasant it is for you having horse cr@p dumped all around your street, there is no law that prohibits it - providing it's the horse doing the erm "dumping"...naturally. :-) But the law does prohibit dogs from fouling in public places.

Some or many may feel this apparent contradiction is unfair. However as I've stated elsewhere, fairness and moral rights don't necessarily make law. The law is as it is. It captures dogs but not horses.

The horse and carriage drivers have it sussed in places like Prague and New York with bags between to catch it.

As anyone who rides could tell you, it's just not practical to get off and clear up.

To be fair most riders are out in the country anyway where it's just another part of nature. In a town scenario, it'd be even more impractical as horses can be funny things and take offence at the strangest things - one I rode had a thing about a bench at the side of the road and would refuse to go past until I got off and walked him - so even more risky to do it in that kind of location.

I love seeing the mounted police round the city centre where I live. Partly because I love horses but so many people seem to love them and it is a nice connection with the police when you see kids fussing over the horses and talking to the police.

I noticed the same in New York too though I have to say Greater Manchester Police and the NYPD are some of the friendliest police I've ever come across.

i would imagine a over eager police officer may do something about a horse pooing in the street one would think it could be classed as littering, also you can just pick up dog poo with a plastic bag whereas a horse rider would have to carry a bucket and shovel,

as for the police you could just see them charging in on their horses to break up a riot and suddenly stopping to clear up the deposit the horse has just left

on a lighter note i was once at a football match and a police horse was in the middle of a crowd and dropped its load on a guy standing right behind it, the guy didn't know what to do and all his mates were rolling round laughing at him
