Bailiffs right to enter?

Can bailiffs enter a closed and locked property?

For example, could we expect to come home from work one day to find out that our locks have been changed?

It's not us who are in trouble, but we've had a legal action notice letter for a previous owner/tenant of our recently purchased house.
