My son has a property he rents out through an estate agent the last tennants left a month ago and he has just recieved with the gas and electric bills what should he do he does not have a forwarding address

Give them to the agent to sort out. It's not your son's problem (assuming he advised the utility companies that he was now the new tenant and gave them meter readings at the time of his arrival).
Change the payment method to gas and electricity credit key or card .They can put credit on the keys/cards at any post office. Then any future tennants cannot get free utilities They can on receive gas and electric what they pay for.
IF the debts are in your tenants name, the debt is theirs and not your sons. Surely he cannot have been receiving the bills in his own names?
Ring the companies concerned and advise them of when he took over the property again and give them the right meter readings. They will have to chase the person themselves.
the agent should have sorted this out prior to your son moving in.. give it to them to sort out thats what they are paid to do.. they should have read the meter before your son moved in as well..
