Can someone please explain what a 'garniche order' is and how does it work?

How was this phrase used?
Do you mean garnish order? If so this means that a person or company has been granted a court order to take money from your pay packet/bank account to pay a debt. We don't usually use the term here in the UK...it is mainly an American term.
It's a Garnishee Order.

It orders banks and other instutions to take money of yours and pay it to your creditors.
